ha ha, the Three Stooges once tried to promote their pest control business by bringing pests to High Society types of homes. (I would not recommend it!)
Advertise free locally on Kijiji, and in anywhere that you have free space. Advertise on your vehicle, (for example) and have plenty of business cards available at places where pests can affect their businesses. Also, large apartment buildings: go to the superintendent and offer something free, like an inspection, or additional service like a spray that they can use in the meantime.
